Popular Lostock Hall restaurant seeks opening hours parity with KFC and pub

A popular Lostock Hall restaurant and events venue is seeking a change of opening hours.

Venue 462, in Leyland Road, is seeking permission from South Ribble Borough Council (SRBC) to stay open later - they say reflecting the evening trading pattern demonstrated by other hospitality businesses in Tardy Gate.
Planning permission was granted on December 2, 2021 for the change of use from an office to a restaurant, with a condition specifying the opening hours of 8am to 10pm for all days of the week. The stated reason given was: “In the interests of the amenity of nearby residential properties in accordance with Policy 17 in the Central Lancashire Core Strategy.”

Now an application has been made for the opening hours to be extended to 8am to 11pm on Mondays-Thursdays, Sundays and Bank Holidays, and from 8am-1am on Friday-Saturdays. The requested extension is one hour on ordinary weekday evenings and Sundays, and three hours on Friday and Saturday evenings.
A planning statement to SRBC says: “The proposal seeks later customer closing times which reflect the pattern of evening trading demonstrated by nearby hospitality businesses, while retaining the existing permitted opening times.... the proposal would allow the business to offer evening hospitality during periods when nearby establishments advertise that they remain open. This would provide greater flexibility for customers and support the continued operation of an existing district-centre business.”
Both the neighbjouring Wishing Well pub and KFC takeaway have permission to open until 11am Monday-Friday and Sundays, and until 1am on Saturdays.
No additional floorspace, increased customer capacity, new external seating area or physical alteration is proposed through this application.
Applicants say a responsible manager would be present during the additional opening period to oversee customer behaviour, sound levels and closing arrangements. Staff would be briefed on the permitted hours and the need to protect neighbouring amenity.
A decision will be made by SRBC in coming weeks.
