In a ‘major step forward’ for Preston Town Hall, plans to install over 100 new solar panels to its roof have gone in for approval.

Earlier this year, Preston City Council signed a contract with Solargen Energy Ltd to upgrade the building’s rooftop solar panel array.

The upgraded system will include 134 new high-efficiency panels which will help the council reduce carbon emissions by 9.1 tonnes per annum and save around £11,600 annually in energy costs.

Last week, planning applications went in for the installation of the new panels, removal of 38 old panels, and the listed building consent required for the work.

Another planning application has been received regarding the opening of a new ‘premium’ fast food chain in Preston city centre.

Two weeks ago, Preston City Council received a planning application seeking advertisement consent for one illuminated fascia sign, one illuminated projecting sign and one illuminated display screen at 2 Friargate.

Plan drawings revealed that the new signs are required because the unit hopes to become a Wraps & Wings store which already operates 28 stores across the UK.

Now, an application has gone in to change the use of the site to a hot food takeaway (sui generis), including installation of kitchen extract and ventilation, new internal layout, and new shopfront.

A parcel locker has been installed on a Preston street without planning permission.

Last week, Preston City Council received a retrospective planning application for the siting of a parcel locker on the footpath adjacent to 96 Plungington Road, which is currently a Londis.

The application form states the locker, provided by Yeep!, has been in situ since May.

The locker, powered by a solar panel on its roof, has a footprint of 1.8m 0.8m and a height of 2.3m

Planning documents confirm that the locker remains a moveable structure as there are no foundations or footings required.

Plans for a new beauty salon in Preston have taken a step forward.

Back in May 2025, permission was granted to change the use of 252 New Hall Lane from a residential dwelling to a beauty salon.

That application only involved internal changes but now the applicant is seeking external changes too.

Namely a new shop front, following demolition of existing bay window; replacement of ground floor side window to provide fire escape door; and window to first floor rear side elevation.

The planning application confirms work on the change of use has not yet begun.

A self storage facility in Preston is hoping to add a car wash to its site.

63-83 Blackpool Road, formerly the Perry’s Car Showroom, is currently used by Cuboid Self Storage for open and container self storage without planning permission.

Last week, they submitted a part-retrospective application for the retention of the use of the land for the above usages while also proposing new commercial units for tyre fitting, valeting and vehicle detailing, an external hand car wash, and associated access alterations, parking, fencing, landscaping and drainage works.

The week before last, the applicant requested a screening opinion to see if an Environmental Impact Assessment is required for the above works.
