Penwortham restaurant building set for wrecking ball under new plans

CCPI Ltd, the Buckshaw Village owner of the former Shampan Restaurant in Pope Lane has submitted plans for the redevelopment to South Ribble Council.

The building, which was formerly The Plough Inn, has been used as an Indian Restaurant since 2007, but this closed down in May 2019.

At the time, the closure and loss of seven jobs was blamed on financial problems, with Shampan manager claiming they offered to buy the building, but the landlord wasn't interested in selling.

The building was infact sold for £395,000 in December 2019, and now new owner Dharmesh Chandarana wants to demolish all existing buildings on site to make way for a new single storey mixed use development that will comprise of three separate retail units and a hot food takeaway.

All the proposed premises would share the site’s three vehicular accesses and the allocated car parking facilities for customers, staff and the sectioned deliveries area along a dedicated one-way service road.

In a planning application to South Ribble Council, CCPI's agent states that the council's standards suggesting the need for 50 car parking spaces, three disabled parking spaces, three bicycle spaces and two motorcycle spaces was "excessive", and current design proposals put forward show the provision of 20 parking bays which includes two disabled person spaces and three bicycle spaces, resulting in a shortfall of 30 parking spaces.

The planning statement also says: "The proposed redevelopment of this site would replace the centre’s largest and only vacant premise which is in poor condition and beyond economic repair. If approved, the development would create local employment in greater numbers than any other use at the local centre."

It has been suggested that 18 full and part time jobs would be created.
