Plans have been submitted for a new children’s home in Preston.

In April, Preston City Council received an application seeking a Certification of lawfulness for the proposed change of use of 22 Church Walk from a dwelling to a children’s care home for up to two children.

The application form, submitted by Urban Hub Care Limited, confirms the change of use has not yet started.

In the planning statement it is revealed that the applicant “would typically take children with emotional and behavioural disorders (EBD) who have been removed from the care of their parents due to them being abused/neglected” as “this longer-term arrangement provides stability to the residents and enables them to integrate properly into the community and build strong relationships with their carers, with the end goal to transition the children back into fostering services or supported accommodation services.”

If approved, the care home would care for two children aged 8-17 with two careers at any one time across a 24 hour period.

A Certificate of Lawfulness is sought as the applicant states that the proposal would not result in a material change of use.

This application comes just two weeks after another home in Preston, 28 Booklands Avenue, was earmarked to become a children’s home.
