New plan for 250 homes on land surrounding former Penwortham pub site
Plans for housing in the area have been mooted for more than 15 years.
New plans for up to 250 homes in Penwortham have been tabled this week.
The L&Q Group has made an outline application for the development on land east of Leyland Road/South of Factory Lane. Thirty per cent - 75 dwellings - would be affordable.
The site extends to approximately 9.7 hectares and comprises a mix of grassland, intersected by small areas of tree cover and shrub.

Whilst there has been no planning application for the greenfield part of the site, the area once occupied by the Sumpter Horse and its immediate surroundings (Vernon Carus) have been subject to a number of planning applications in the past.
Trafford Housing Trust were given permission for up to 385 on the wider Penwortham Mills site in 2022, to be delivered in two parts, as well as 25 100 per cent affordable homes and a 20-space car park on the former Sumpter Horse site.
But their proposal was deemed no longer deliverable due to ‘viability issues’ and the land has since changed hands. An adjacent plot has now been acquired by Persimmon Homes and the wider site has been safeguarded for development in the adopted Local Plan.

The proposed development is expected to be a mix of one-, two-, three- and four-bedroom dwellings. Whilst the size and tenure mix are details are reserved; the applicants say that any new homes “will provide a range of homes of size and tenure to address the local needs”.
The proposed vehicular access to the site will be taken from Leyland Road, in the southwest corner of the site on the grounds of the former Sumpter Horse pub. The access arrangement will be right turn priority-controlled junction with a ghost island. Tactile paving and refuge islands will be provided at the junction and along Leyland Road for pedestrian safety.
An off-street parking court will be provided near the site’s vehicular access and will serve existing residents on Leyland Road. The parking court will provide 20 car parking spaces.

The development proposal will provide approximately 3.25 hectares of open space which will include a variety of ponds, informal play space, a green corridor, ecology areas and meadow grassland.
Financial contributions will be made to the Council towards improving existing facilities, such as those immediately to the north of the site, or constructing new ones should there be any needs identified.
A decision will be made in coming weeks by South Ribble Borough Council.
