The 17-year-old attacking midfielder will join up with the German side after Birmingham's final game of the season this week.
Having broken into the Blues side earlier in the season when he was 16, Bellingham has been courted by a number of top clubs including Manchester United.
But he's heading to Dortmund who have a reputation for developing young talent.
Bellingham, who signed his first professional contract on turning 17 in June, played the full 90 minutes of Birmingham's 2-0 defeat to PNE at Deepdale.
He was booked in the second half for a foul on Ryan Ledson.
The move to Dortmund was announced on Monday morning, with an agreement reached between the sides last week. He will go straight into the Bundesliga side's first-team squad.
Bellingham told Birmingham's official website: "I’m incredibly excited to have joined one of Europe’s biggest clubs.
"The direction they are heading in and how much they help to improve young players made it an easy decision for myself and my family.
"I can’t wait to perform in front of all the fans when they are back inside one of the most beautiful stadiums in the world."
