Kenny joins from Celtic on a four-year deal for a fee of roughly £3m, while Gibbs arrives on a season-long loan from Norwich.
They are the club’s ninth and tenth, and final, arrivals of the summer.
North End smashed their transfer record outlay this summer with the acquisition of attacker Alfie Devine from Tottenham Hotspur for a reported £6m.
Earlier this month, Léo Leroy and full-back Harry Clarke joined in deals worth in excess of £4m combined. Goalkeeper Lee Nicholls was PNE’s first player through the door this summer.
Paul Heckingbottom’s side have also swooped for forwards Delano Burgzorg and Jusef Erabi, on loan from Middlesbrough and Genk.
In total, North End have spent just shy of £20m over the past two months.
