You could be fined up to £250 if you fail to poop scoop in this area of Lancashire
New fixed penalty fees for dog fouling are under debate in a shakeup - but first Wyre Council want you to have your say.
Wyre Council is asking residents for their views on proposed changes to its Public Spaces Protection Orders (PSPOs) for dog control, ahead of the current measures expiring later this year.
The existing orders, which are due to expire on 4 October 2026, are designed to help keep public spaces safe, clean and enjoyable for everyone. Subject to the outcome of the consultation, the council is proposing to extend the PSPOs for a further three years.
The consultation remains open until 15 July 2026.

Current dog control measures
The PSPOs are enforced under the Anti-Social Behaviour, Crime and Policing Act 2014 and place a number of responsibilities on anyone in charge of a dog.
Current measures require owners to place their dog on a lead when instructed by an authorised officer, while dogs must also be kept on leads in designated areas.
The orders also prohibit dogs from entering certain exclusion zones, require owners to clean up dog fouling immediately and ensure they can provide proof that they have suitable means to pick up after their dog if asked by an authorised officer.
Restrictions are also in place on the number of dogs one person can walk at the same time in designated areas.
Proposed changes
Alongside extending the orders, Wyre Council is proposing two amendments.
The first would change the rules at Mount Gardens, where dogs are currently required to be placed on a lead only when directed by an authorised officer. Under the proposal, dogs would instead have to be kept on a lead at all times.
The second proposal would see the Fixed Penalty Notice (FPN) for dog fouling increase from **£100 to £250**. All other penalties relating to PSPO offences would remain at £100.

Consultation open
Wyre Council is encouraging residents to share their observations, comments and questions as part of the consultation process before a decision is made.
Anyone wishing to take part must submit their response before the consultation closes on 15 July 2026.
