Villagers '˜in limbo' over bin charges

Much of the north west side of the village is in Leyland, which falls in the borough of South Ribble. Residents pay their council tax to South Ribble Council, but for logistic reasons, their bins are collected by Chorley Council.

This week Chorley Council passed plans to charge for garden waste collections from May 1, whereas South Ribble Council will not bring in charges until atleast April 2018.

One Buckshaw resident, who asked not to be named, said: “We’re in limbo. I saw a message from Chorley Council in the Buckshaw Village magazine saying we’ll have to pay. Then I saw on Twitter South Ribble Council saying they’re not charging.

“Well we live in South Ribble, we pay our council tax to them, so what’s the situation?

“They (South Ribble) have come back to me and said nothing’s been decided yet.

“There’s a lot of residents going to be confused. It needs sorting quickly.”

Councillor Peter Mullineaux, South Ribble Council leader, said: “As this decision was only made by council on Wednesday, our priority now is to work with Chorley Council to see how this will affect our residents in Buckshaw Village. Talks are ongoing and as soon as a decision has been made, we will provide those residents with an update.”

Chorley Councillor Graham Dunn said: “We are in discussions with South Ribble Borough Council and we’ll be in touch with everyone directly affected in the next week once a decision has been made.”
