Test Track decision is deferred
Some 230 residents, anxious to hear what the outcome would be, attended the meeting at the Civic Centre in Leyland.
The 120-acre Moss Side site has been identified for a major new homes, community facilities, employment and commercial development scheme.
A masterplan was drawn up by the developer Property Capital.
But objectors have raised a number of issues - such as the number of houses to be built, reduced industrial space and access.
Eight people spoke at the meeting on behalf of the residents.
A spokesman for Property Capital and four councillors also addressed the committee.
The committee held a brief discussion before deciding by 11 votes to none to defer the application.
They made their decision on four points:
* There should be an increase in the area of land for employment.
* A reduction in the housing density.
* To consider an access point directly onto Schleswig Way.
* That residents are consulted on the proposed changes before the application goes back to the committee for further consideration.
The 120-acre former test track site, which lies between the Moss Side Industrial Estate and Longmeanygate, was used by Leyland Motors to trial prototypes and vehicles fresh from the production line.
But it has been left unused since 2005.
The redevelopment scheme is expected to take five years to complete and is part of the £434m Preston, South Ribble and Lancashire City Deal.
