Speed bumps, cycle lane and new traffic lights planned for busy Preston road
Speed bumps and a cycle lane are set to be introduced on a main road in suburban Preston in an attempt to improve safety.
Six pairs of speed cushions are planned for a stretch of Black Bull Lane in Fulwood, between its junctions with Conway Drive and Ingle Head.
A mandatory cycle lane is also proposed for the same 400-metre section of the route, on its northbound side heading away from the city centre towards Garstang Road.
Lancashire County Council highways officials have drawn up the blueprint for the changes, which also include the installation of a traffic light-controlled ‘puffin’ pedestrian crossing just north of the junction with Queens Drive, close to Fulwood Leisure Centre.

The authority has cited the presence of schools - Fulwood Academy and Queens Drive Primary School - on the 30mph road as one of the reasons for the revamp.
A report setting out the basis for the overhaul refers to the need to “control the speed of approaching traffic” at the location, which runs downhill for city-bound traffic.
The crossing, meanwhile, is said to be required to “increase the safety of pedestrians - particularly vulnerable young children or less mobile elderly [people]”.
The redesign will also see the northbound bus stop outside the leisure centre moved slightly further north and a new raised boarding platform created to make getting on board and off safer and easier.
Meanwhile, 24-hour ‘no loading’ restrictions will be introduced on the northbound side of the road - matching the length of the cycle lane - meaning vehicles will not be allowed to stop even just to set down or pick up passengers.
The county council is currently carrying out a public consultation into its plans.
