Lancashire sex offender repeatedly attempted to groom girls he believed were as young as 12

A registered sex offender who repeatedly attempted to groom girls he believed were as young as 12 has been jailed.

Kurt Devoy-Foster, 34, targeted children over a two-year period using the chat platform RandoChat, sending sexually explicit messages and images and encouraging what he believed were young girls to carry out sexual acts.

In reality, the accounts were being operated either by undercover police officers or members of Online Child Action Groups (OCAGs).

Devoy-Foster first came to police attention in May 2023 when he engaged in sexual communication with a user he believed was a 13-year-old girl.

During the exchanges, he sent inappropriate videos and attempted to incite sexual activity.

The profile was being run by an officer from the North West Regional Organised Crime Unit (NWROCU).

Devoy-Foster was arrested by Lancashire Police’s East Management of Sexual or Violent Offenders (MOSOVO) team and later charged.

Despite being released on court bail with strict conditions - including not using RandoChat and not communication with children - he went on to offend again.

In November 2024, while on bail, he contacted another account he believed belonged to a 13-year-old girl, using the name “Adam”.

He sent sexualised messages and encouraged what he believed was a child to perform lewd acts.

Despite receiving numerous messages back from the person he was messaging stating she was 13 years old, Devoy-Foster continued to ask her to perform lewd acts.

The profile was operated by an OCAG member, who reported the contact to police.

Further offences followed in December 2024 and April 2025, when Devoy-Foster again sent sexually explicit messages and images to accounts he believed were being operated by girls aged 12 to 14.

On one occasion, he suggested meeting in a park.

The account he was messaging was being operated by an officer from the NWROCU.

Enquiries found the inappropriate messages were being sent from Devoy-Foster’s home in Terry Street, Nelson.

Officers from NWROCU attended Devoy-Foster’s home and arrested him on suspicion of sexual communication with a child, inciting a child to engage in sexual activity and breach of court bail conditions.

Devoy-Foster appeared at Preston Crown Court earlier this year where he pleaded guilty to Sexual Communication with Children under 16, causing/inciting a child under 16 to engage in sexual activity, causing/inciting a child under 13 to engage in sexual activity and multiple failures to comply with notification requirements.

Devoy-Foster returned to the same court on Monday where he was jailed for seven years and six months.

He was also made subject of an indefinite Sexual Harm Prevention Order.

Det Chief Beth Turner, of the East Internet Child Exploitation Team, said: “Devoy-Foster is a dangerous individual who presents a serious risk to children via his determined efforts to engage them in sexual activity.

“His offending shows a desire to meet and abuse a child in person.

“I welcome the sentence handed down to Devoy-Foster which reflects the seriousness of his offending.”
