Developer back with new HMO plan for family bungalow - and 8 other new applications in Chorley & South Ribble
A developer is back with new plans to turn a family bungalow into a House of Multiple Occupation (HMO) - after being knocked back weeks ago.
In December, the Post reported how South Ribble Borough Council (SRBC) had refused plans by Richard Porter to convert 25 Fir Trees Avenue, Lostock Hall, from a single dwelling with five bedrooms, into a house for seven people. The plans involved the conversion of the existing garage to provide two additional bedrooms with independent access, together with the construction of a “modest” new front dormer to accommodate a shower room.
Planning planning chiefs said the proposed front dormer extension would be detrimental to the character and appearance of the area, the proposed off-street parking did not comply with requirements for access and parking, and the proposed change of use would result in noise that would adversely impact on neighbouring properties.
So, what’s new?
Now Mr Porter is back with a new application for a Lawful Development Certificate - this time he seeks to change the use from a C3 dwellinghouse to a six-bed HMO, including new front roof light to existing main roof.
In his application to SRBC, he states that there would be four bedrooms in the main dwelling and two in the garage, with the front garden wall removed to facilitate parking. He states: “The proposal meets the requirements for lawful development because it involved converting an existing lawful C3 house into a small HMO (C4) through internal alterations only, with no material changes that would require full planning permission.”
A decision will be made in coming weeks by planning chiefs at SRBC.
