Preston man issued with £200 fixed penalty notice for dumping 30 bags of waste, including human hair, in an alley

It is a small victory for fed up neighbours in the New Hall Lane and Ribbleton areas who are suffering ongoing problems with other thoughtless residents dumping bin bags and other waste into local alleyways.
The rubbish dumping resident has not been identified, but it is understood he has a hairdressing business as locals reported hair clippings had been found amid the waste.

Hide AdPreston City Council launched a probe after a flytipping complaint was made by a resident.
The enquiries confirmed an importation of commercial waste into the alley which evidence showed was linked to businesses in the Preston and Blackburn areas.
An environmental health officer from Preston City Council said: “A local resident has admitted his involvement with the importation of commercial waste to the alley.
“He has been dealt with by means of a Fixed Penalty Notice for the offence of fly tipping and he has made early payment in the sum of £200.”

Hide AdThe council said it was not in a position to confirm the details of the offender due to the matter being finalised by a fixed penalty - but confirmed he lives in a property on New Hall Lane which borders onto the alley.
Today Ribbleton grandad Kenny Deverson, who has been campaigning for people to be punished for illegally dumping waste in Preston’s alleys, said: “I have reported it to the council every Tuesday.”
