Officers patrolling the M6 around junction 31 spotted a vehicle they believed to be connected to drug supply at around 12.30pm on Sunday (July 10).
The vehicle pulled over after police signalled for them to stop, but the man “had a change of heart” and quickly made off on foot.
Police Dog Harv quickly sprang into action and caught up with the offender a short time later.
Around £50,000 worth of cannabis was also found as police searched the vehicle.
The man – aged 29 and from Newcastle - was arrested on suspicion of possession with intent to supply class B drugs.
“Unfortunately, in the time it took PD Harv to catch up with him, he’d managed to make a phone call,” a spokesman for Lancashire Police said.
“Officers were bemused to say the least when two more men arrived on the scene.
“Their vehicle was, unfortunately, uninsured and was seized.”
The two men – a 43-year-old man from Newcastle and a 25-year-old man from Rochdale – were arrested on suspicion of possession with intent to supply class B drugs.
The 43-year-old was also arrested on suspicion of money laundering.
The spokesman added: “The moral of the story? Nothing good can come from running in hot weather.
“However, you will be pleased to hear Harv lived happily ever after [and] had plenty of tummy rubs for his efforts.”
