It is alleged Arlene Ashcroft, 68, of Harewood, Chorley, kept a puppy and a kitten at her flat in May and June this year.
Ashcroft got a ban in 2008 after being convicted of neglecting 11 dogs and caused unnecessary suffering, though she later overturned the length of it.

All had flea infestations and infections resulting from their living conditions.
She is accused of two breaches of the ban, but failed to attend Preston Magistrates’ Court.
Her co-defendant, ex-partner Robert Ashcroft, 80, of Bolton Street, Chorley, faces two breaches of his ban, imposed in 2009, by participating in keeping a puppy and kitten at her address.
