9-home flat plan for former Ribchester Hospital site
“It is likely that the proposed residential units will take the form of a block of residential flats that mirrors the existing Asturian House”.
Part of the former Ribchester Hospital site could be redeveloped into a block of flats, if new plans are approved.
James Anderson has made a Permission in Principle (PiP) application for a development comprising of between one and nine residential units on land at Asturian House, Asturian Gate.
The application site comprises a square parcel of land that sits within the grounds of the former Ribchester Hospital, which was granted permission in 1999 for use as a mixed use development comprising residential and commercial development. As part of the approved development, a two storey building together with its associated car parking and soft landscaping was erected in the eastern part of the site, known as Asturian House.
Following the granting Prior Approval on 1st August 2017, this building has been converted into residential accommodation, with the application site within its curtliage.
Mr Anderson’s agent claims this represents previously developed land, and the principle for development is acceptable.

A submission to Ribble Valley Borough Council states: “It is likely that the proposed residential units will take the form of a block of residential flats that mirrors the existing Asturian House, however depending on a detailed consideration of site constraints and opportunities, the development may take the form of individual residential dwellings with their own individual areas of curtilage.”
It adds: “The site is accessed via an existing well established access from the public highway and internally would benefit from a shared access currently serving the residential units within Asturian House.”
A decision on the plans will be made in coming weeks by council bosses.
