In 1978 when this image was taken a £2m plan for a new library and museum HQ was launched by Lancashire County Council. It proposed to take over the motor taxation offices in Stanley Street, pictured here, and build a four-storey office and library in the grounds, linking it with St Mary's Church in a new pedestrian precinct. The old motor taxation offices, later home to the Museum of Lancashire, was the old sessions house and is a listed building Photo: Archive
