The season-long loan deal went through on Wednesday morning, Ginnelly having travelled up to Edinburgh on Tuesday to finalise terms.
Hearts had been in contact with North End and the player over the last couple of weeks as they looked to bring Ginnelly to Tynecastle.

Although the loan move will take him up to the end of his contract next summer, North End will monitor his progress in Scotland to see whether to offer him another deal.
Ginnelly was signed from Walsall in January 2019 for a reported £50,000 fee, with him being seen as raw talent rather than the polished finished article.
He hasn't really kicked on at Deepdale, making just one start and eight substitute appearances.

Doncaster Rovers had enquired about taking him on loan last month but a move didn't materialise.
Ginnelly's departure on loan will make room in the squad for potential signings, Championship clubs limited to having 25 players above the age of 21 in their squad this season.
