Reports surfaced on Sunday morning that PNE and Blackburn were both looking to sign the former Wigan Athletic defender.
North End sources say the interest actually goes back to earlier in January when North End had negotiated a loan deal with the Baggies.
However, at that stage it looked like Kipre might move abroad and the loan didn't get completed.
The fact Kipre's name has come up again, suggests a loan switch to Deepdale could still be a possibility ahead of Monday night's transfer deadline.
Kipre lived in the Preston area during his time at Wigan.
The 24-year-old came through the youth system at Paris St Germain before joining Leicester City.
After being released by Leicester, he joined Motherwell in 2017, before Wigan signed him the following year.
At the start of this season, Kipre joined West Bromwich for a knockdown price of £900,000 from Wigan who had been placed in administration.
He's played only three times for Albion though - twice in the League Cup and in their FA Cup defeat to Blackpool.
North End have until 11pm on Monday to complete any further transfer business.
