Green light for Preston offices to flats conversion plan

Developers say the plans for a four storey block on Walton’s Parade will provide “high quality residential space” with 17 apartments.

The conversion will include a two-storey rear extension that will be “highly visible” from Stanley Place that officers have decided will “not have a detrimental impact on the character and appearance of the conservation area” because of its “contemporary design.”

The design statement said: “The proposals introduce a new sustainable use within four floors of a vacant office building.

“The proposal considers its location and context further enhancing the Fishergate Hill Conservation Area and delivers high quality residential space providing much needed affordable accommodation.”

A total of 12 car parking and 17 bicycle spaces are included as the unit is deemed by the applicants to be “within walking and cycling distance from retail and leisure facilities.”

The council’s decision report reads: “ It is considered the proposed development would be an attractive feature in the street scene and would enhance the character and appearance of the Fishergate Hill Conservation Area.”

A condition attached to the planning permission says development must start within three years. Of the 17 apartments, all but one will be one bedroom facilities.
