Details for housing development in rural Preston thrown out
An application had been allowed on appeal for up to 72 homes off Garstang Road in Barton, after it was turned down by Preston Council’s planning committee.
But detailed proposals by Wainhomes for the appearance, landscaping, layout and scale of the houses have now been thrown out, over fears relating to affordable housing.

Hide AdOfficers at Preston Council had recommended the plans for approval, but they were refused by 11 votes to one.
Planning committee chairman Brian Rollo proposed the rejection, because of the positioning of affordable homes on the site.
He said: “We wanted it integrated within the rest of the development for social inclusion and everything else. “This way, literally all the affordable housing was at the back of the site next to the railway line.”
The committee decided the development was lacking in integration between the affordable and market housing. Officers had recommended the plans for approval, and a report said: “The applicant considers that they have balanced the council’s desire for pepper potting with Registered Social Landlords’ desire for block management by splitting the affordable units into two general areas on the site. Although it is accepted that the two areas of affordable housing would both be at the rear of the site, it is considered that this would not result in social exclusion or a lack of integration of affordable housing within the market housing.”
It added: “The proposed layout would not undermine the overall objectives of the affordable housing SPD (supplementary planning document).”
