Hide AdSgt Stuart Banks, of the Ribble Valley Neighbourhood Policing Team, said: "I would like to make it clear that Lancashire Constabulary does not tolerate hate of any form and we are taking this matter extremely seriously.
"We have already made a number of enquiries as part of this investigation but we now need to speak to the man in the image who we believe can assist us.
"I would ask anybody who recognises him to contact police. I would also appeal directly to the man in the image, if he sees this appeal, to make contact with us."
