Users of Leyland's Worden Park could soon be pitted against the clock

Visitors to Leyland’s Worden Park could soon be limited to 90 minutes, under a new shake-up of car parking throughout South Ribble.

The borough council wants to bring in a ticket system for the main car park off Worden Lane. There would be no fees, but stays would be limited to 90 minutes with no return within three hours between the hours of 9am and 3pm, Monday to Friday, term time only.

The council said the proposed amendment was to "encourage the spaces to be used only by genuine park users".

Concerns about spaces being used by students at nearby Runshaw College have long been raised, with pay and display options previously considered.

This option was not taken up after more than 1,000 people signed a petition against the charges.

If the new amendments are adopted, the penalties for parking outside a bay, failure to display a valid ticket and overstaying the time allowed/returning within three hours will be a £50 fine reduced to £25 if paid within 14 days.

Parking in a disabled bay without a valid blue badge will be a £70 fine reduced to £35 if paid within 14 days.

The latest Worden Park move is one of a number of changes being considered as part of a public consultation.

It is also proposed that all paid-for South Ribble car parks will have the first hour free of charge, to encourage shoppers and visitors to the borough’s town and village centres.

These include:

- King Street, Leyland

- Hope Terrace, Lostock Hall

- Ecroyd Street, Leyland

- Churchill Way, Leyland

- Sumner Street, Leyland

In addition, new restrictions are planned for East Street car park in Leyland. The council intends to charge £1 for up to three hours stay, except for permit holders, at a cost of £28.60 per annum.

Churchill Way and Sumner Street car parks in Leyland will change to two short-stay car parks, with revised parking tariffs.

Councillor Susan Jones, Cabinet Member for Environment said, “The proposed amendment to the time restrictions during term time on the Worden Park main car park are to encourage the spaces to be used only by genuine park users.

“The introduction of the ticket machines, even though the car parking will be free of charge, will allow for more effective enforcement of those drivers who are staying in the car park over and above the time restriction.

“In relation to East Street car park, the proposals will allow for sufficient spaces for neighbouring residents and will enable effective enforcement for those in breach of the car park’s restrictions.

“All of these proposals are up for consultation and we’re really keen on getting residents views on all of them before we make any final decisions.

“Essentially, we want to make it easier for residents and visitors to access our town and village centres and places of interest.

“Making the charges uniform across our car parks and introducing the first hour for free will hopefully encourage even more people to visit and enjoy the borough."
