The report, which has been made public this week after an unannounced visit in October, lists how:

- People went without prescribed medicines because stock was not available - one for seven days and one for 10

-A resident was left all day in a hot room with their bedding and clothes wet with sweat

- Some people were left in their bedrooms without any stimulation for long periods

- An inspector had to intervene when a new member of staff did not know a resident needed thickened fluids and could have put the person at risk of choking or aspiration

- The manager failed to keep a resident safe when a relative announced they wouldn’t follow the care plan

Inspectors said inadequate staffing levels, a lack of supervision and training were to blame for many problems.

A spokesman for Flightcare Ltd apologised to residents.

He said: “The wellbeing of our residents is of paramount importance to us. We have accepted everything that CQC have stated in their inspection report and have been working closely with CQC and Lancashire County Council to address all shortcomings in an open and transparent manner.

“Since the inspection in October 2015, a new management team has been put in to place and significant progress has been made.

“We will continue to make further improvements and will monitor the progress, to ensure that it is maintained.”
