The development, earmarked for the Avenham Street car park site, will provide almost 300 one and two-bedroom flats to add to hundreds more already being created under Preston’s City Centre Living initiative.

The four blocks will range in height from seven to 16 storeys and the scheme will go before the planning committee tomorrow with officers recommending approval.

None of the 294 apartments will be affordable homes after the developers, Pillars PR1 Ltd, persuaded the council that the project would not be financially viable if the 30 per cent rule for urban schemes was applied.

The committee will be told just eight objections have been lodged with the council, citing loss of light, overshadowing and the loss of a further 217 public parking spaces on top of the disappearance of the Market multi-storey which was demolished earlier this year.

The tallest block, 16 storeys high, will provide 95 apartments. The others will be nine storeys tall (73 flats), eight storeys (71 units) and seven storeys (41 apartments).

There will also be a link block between two of the buildings with 14 flats and a roof garden.
