Parking charges have been cut in South Ribble after public pressure.
Drivers can now buy quarterly or annual permits allowing them to park in Leyland and Lostock Hall.
From this month commuters can buy an annual ticket for King Street car park in Leyland or Hope Terrace in Lostock Hall for £250. A quarterly pass is £75. Current costs are £10 a week or £3 a day.
Council chiefs say it will be more convenient than trying to find change and will save drivers up to £650 a year.
Among those to benefit will be staff at Progress Housing Group, whose HQ is opposite the King Street car park.
Progress personnel boss Janet Dalton said: "The new scheme will certainly benefit our staff and other local employers."
Paul Bisby, manager of Richardson's Pharmacy in Hope Terrace also welcomed the move, adding: "I think it will be quite successful. Much more convenient for workers."
But Cuthbert Culshaw of the Lancashire Federation of Small Business said: "It's a step in the right direction, but doesn't alter the fact people still have to pay for the privilege of parking to go to work."
