Repeat fly tippers pay price in court
Litter enforcement officers have vowed to continue their campaign against people turning their neighbourhoods into a rubbish dumping ground after successful prosecutions.
Preston Council has been attempting to stamp out fly tipping in the back alleys of homes across the city through its Watch Your Back campaign.
Enforcement officers targeted the back alley of Great Townley Street and Dundonald Street, in Fishwick, Preston, where piles of rubbish repeatedly appeared over a three-month period.
Teams scoured the bags of rubbish which were left in the street and found much of it was linked to Alan Pownall, 44, of Dundonald Street.
He pleaded guilty to four breaches of a section 46 notice which had been served on his house, as well as a pleading guilty to one offence of fly tipping, for which he was ordered to pay a total of £698.75.
Meanwhile council staff targeted a second offender, Rozanne Mawson, 23, of Great Townley Street, who also pleaded guilty to fly tipping at Preston Magistrates’ Court and was given a conditional discharge for 12 months and ordered to pay a total of £311.
Preston Coun Anthony Gornall, cabinet member for environment, said: “We take a tough stance against those who insist on blighting their neighbourhood by ruining the look and the environment for the residents.
“The council provides a waste collection service and litter bins as well as a waste disposal and recycling sites, therefore there is no excuse for fly tipping or littering.
“I would encourage everyone in Preston to take pride in their city and to do their bit to help keep it clean and tidy.”
The campaign has also seen Donna Gribben, 29, of Trafford Street, Plungington, Preston, was found guilty of littering in her absence at Preston Magistrates’ Court and was ordered to pay a total of £726.50.
In April the Evening Post reported people were waiting until the middle of the night before dumping rubbish in back alleys, including Holmrook Road, Deepdale.

Tuesday, September 7, 2010 at 07:01 PMWeekly bin collections will not stop fly tipping. Most items that are being fly tipped are items one would not put in a bin anyway. How do you fit into a bin: fridges, tyres, sofas, matresses etc unless you're bin is a TARDIS. Fly tipping is done by lazy asses who cannot be bothered to take their rubbish to the tip. I am not saying the whereabouts, but a local council left skips around various locations in the streets and advertised in the local press for a short while, to encourage people to get rid of their junk - It did work for the short time it was piloted and the council saved money by not having to clear it up against the offset of the skip hire. Thats food for thought Preston Council.

Monday, September 6, 2010 at 03:05 PMNow I despise littering of any type and agree these people should be fined but why is it that if you get caught driving around without insurance or a licence you get a fine of around £300 but if your tipping your rubbish somewhere you can get of fine of around £726.50?? Both are disgusting behaviour but it seems there isn't any deterent to not having insurance but I doubt Donna Gribben will be fly tipping again.

There are hundreds of these offences every day in Preston, not to mention the thousands of litter and dog fouling offences that go unenforced daily. This council has no 'presence' on the streets and poses very little threat to those who commit environmental crimes.
