The Full Life Church has applied to open a place of worship in a former council building.
Change of use plans have been put to Preston Council for the Avon Centre, 3 Grimshaw Street, Preston.
Applicant Alistair Patience said the building would need a licence allowing it to open between 7am and midnight, but this would only be needed occasionally, to allow for specific activities.
He said the building would be used for worship and as a community centre, and as such, there would be times when it would need to open early for a breakfast prayer meeting, or would close late to allow for a drop-in session or homeless soup kitchen.
Some of the church members are also involved in the Street Pastors initiative which is active within the city, and would need to use the building for administration.
A decision will be made by the council in coming weeks.
