Developers want to build new housing near Preston Docks for a social landlord.

Applicants Mulbury Homes and Contour Homes have lodged plans for 48 houses and 16 apartments on vacant land off Lockside Road.

The development would be managed by the Liverpool-based Symphony Housing Group, which specialises in owning and managing affordable homes. Developers say they are keen to get work underway as soon as March if the application is approved by Preston Council’s planning committee.

Planning agents for the scheme, which includes two and three-bed houses and two-bed flats, have told council planners it will help spruce up under-used land, close to the Guild Wheel and Ribble Steam Railway.

Residents in the area have reported problems at PACT meetings with noise and disturbance from people riding motorbikes and mini-motos on a nearby car park, owned by the city council.

A statement from planning agent Woods Associates, sent to the council, said: “The site and neighbouring car park have been problem sites for many years.

“Their development will relieve the city council of a burden and provide an asset to the locality.

“The surrounding area has been struggling economically with local businesses and public houses, shops and restaurants struggling to remain open.

“The introduction of a new population into the area will stimulate the economy and create opportunities which cannot be predicted or planned.

“The scheme is immediately deliverable with work on site planned for March, subject to planning permission.

“It is an opportunity to provide a high-quality scheme in a short period of time that is necessary for an area that needs further development.”

Two earlier applications for the site, for mixed use developments of offices and apartments, were previously approved in 2004.
