Man given ASBO for ‘plague’ of harassment

A yob who “plagued” neighbours and the police with threats of violence, malicious calls and criminal damage has been slapped with an anti-social behaviour order.

David Beaver, 49, formerly of Nookfield, Leyland, is said to have harassed his neighbours and wasted a significant amount of police time, even dialling 999 to report his bin had been moved on one occasion.

South Ribble Magistrates Court granted the order against Beaver after Lancashire Police made an application.

The application stated that Beaver has made malicious complaints about his neighbours, caused criminal damage to property and threatened residents with violence.

It also said that he has also abused 999 call takers and, during his many phone calls, used threatening and insulting language towards the operators.

He has made hundreds of calls to his local police and even rang 999 to report that his bin had been moved and to ask when his local officers were on duty, the application said.

The ABSO will be placed on him for two years.

Under the terms of the order he is banned from ringing 999 to request assistance “except when genuinely in need of assistance.”

He could be returned to court if he breaches the order.

PC Neil Hutchinson, of South Ribble’s Neighbourhood Policing Team, said: “This ASBO is just desserts for Beaver who had plagued the lives of his neighbours with his malicious behaviour and spent many hours bothering police with the most ridiculous of claims.

“He made calls to police on an almost daily basis and was a huge drain on our resources.

“He now has the opportunity to act in a more civilised manner or face further sanctions which the police will set in motion if required.”
