Deepdale fly-tippers let off because of ice

With rotting rubbish piled high, the people of one Preston street have ignored a fly-tipping ban.

The gated back alley in the Fletcher Road and Raikes Road areas of Deepdale has become clogged with huge piles of rubbish.

The street was part of a clean-up in which Preston Council cleared up 'one last time' before refusing to return.

Despite threats of residents being fined for fly-tipping, piles of rubbish have reappeared.

A 38-year-old woman of Fletcher Road, who did not wish to be named, said: "I find it disgusting. I was not brought up to do this, I would not do it and people that do are appalling, inconsiderate and selfish."

The alley was cleaned by the city council in August 2009. Notices were posted stating that any further fly-tipping would not be cleared and offenders could be prosecuted.

Paul Cookson, waste enforcement officer at the council, said the recent bad weather means no prosecutions.

He said: "We did investigate quite a lot of waste. There was a mixture between residents continuing to act in an inappropriate manner and the aftermath of the break in collections.

"Under normal circumstances we'd be issuing fines but now people would say 'you have not been here for three weeks' – it would not be appropriate."

He added the council has started clearing the backlog.

But Preston MP Mark Hendrick accused the council of not keeping its promises.

He said: "The council is just not following through in terms of making sure council tax payers are getting a good service.

"I think there is a deeper, more sinister motive to this. I think this might even be a case of them finding excuses to privatise the system."

On Thursday the Lancashire Evening Post reported fly-tipping in Preston has soared by more than 50% over recent years. Official figures show 4,864 fly-tipping cases from April 2008 to March 2009 – the county's third highest – up 54.2% on 2004/5.
