Fresh measures to deal with new legislation for the scrap metal industry have been introduced by Chorley Council.
A new Government Act has been introduced with the aim of raising trading standards across the scrap metal industry by requiring more detailed and accurate records of transactions to be kept.
The new Scrap Metal Dealers Act 2013 repeals the old 1964 act. It came into effect from October.
Local authorities will still be the principal regulator, but the new act gives them power to better regulate the industry by allowing them to refuse to grant a licence to ‘unsuitable’ applicants and the power to revoke licences.
Under the act, an application for a licence must be accompanied by a fee set by each council.
Scrap metal dealers will also be required to verify the identity of those selling metal to them.
A licence will last for three years.
The new arrangements will go before full council on Tuesday.
Coun Adrian Lowe, who oversees scrap metal licencing, said: “The proposals were agreed to give the council more control over sales of scrap metal across the borough. It means that all scrap metal dealers will be regulated and can only trade under a specific licence.
“The aim is to tackle the issue of scrap metal theft as more detailed and accurate records of transactions must be kept by dealers along with the verified identity of sellers.
“Any dealer found to obtain scrap metal without abiding by the new rules will be punished with a fine of up to £5,000.”
