Today we list the underachievers based on council inspections carried out in 2012.
The inspections, carried out by councils’ Environmental Health departments on behalf of the Food Standards Agency (FSA), give a grade out of five.
They are based on three things - food preparation and storage, the state of the building the food is prepared in, and how those processes are managed by bosses.
The FSA website shows councils looked at thousands of takeaways, restaurants and food providers last year, including schools, community centres, pubs and clubs.
South Ribble Council said urgent improvement was necessary at Luigi’s, in Leyland Lane, Leyland and Cantonese Open Kitchen, in Liverpool Road, Penwortham.
Luigi’s was visited on December 4 last year. The full details of its inspection have not yet been made available and the Evening Post was unable to speak to its management, despite repeated attempts to contact the restaurant.

Cantonese Open Kitchen was visited on February 9.
Inspectors rated its food hygiene and safety ‘bad’, structural compliance ‘poor’, and said they had ‘little’ confidence in their management, which means a “varying record of compliance”, “poor appreciation of hazards and control measures” and “no food safety management system”.
Joanne Hui, of Cantonese Open Kitchen, said: “What happened when they came to do the inspection was one of the chefs refused because he was so busy he didn’t want to do it that day.
“(The inspector) said he would come back but hasn’t done.”
Two establishments were given zero out of five by Lancaster Council - Indian Delights Market Stall at Winter Gardens, in Northumberland Street, Morecambe, inspected on September 2, 2012, and Magic Wok, in Newmarket Street, Morecambe, inspected on September 20.
No contact details were available for the Indian Delights Market Stall.
Inspectors said the Magic Wok’s food hygiene and safety was ‘bad’, its structural compliance ‘bad’, and that they had ‘no’ confidence in its management, which means a “poor track record of compliance”, “little or no technical knowledge”, “little or no appreciation of hazards or quality control” and “no food safety management system”.
Mandy Li, manager of Magic Wok, said standards had improved since the inspection.
She said: “We have cleaned now and we have tried to clean very well every day.”
