A restaurant and butchery at Preston College have been given one out of five ratings by food safety and hygiene inspectors.
Preston Council said major improvement was necessary at Vincent’s Restaurant and the butchers after visiting them on November 29 last year.
Environmental Health teams inspected 81 nurseries, schools and colleges in the city in 2012.
They only gave two stars to St Augustine’s Catholic Primary School, Fishwick Primary School, and Guild Childcare Community Foundation.
Five premises were awarded three stars, 18 notched four stars, and 53 attained the top five out of five rating.
The inspections, carried out by the council on behalf of the Food Standards Agency, are based on three things – food preparation and storage, the state of the building the food is prepared in, and how those processes are managed by bosses.
Inspectors rated Vincent’s Restaurant and the butchery ‘good’ for food hygiene and safety and structural compliance.
But they said they had ‘little’ confidence in their management, which means a “varying record of compliance”, “poor appreciation of hazards and control measures” and “no food safety management system”.
Five other food premises inspected at the college received four stars.
A college spokesman said: “With regard to Vincent’s and the on-site butchers, we were not aware that the grade had been changed following our recent review.
“Had we been aware of this we would have implemented the changes sooner and appealed the grade.
“We are in dispute with the Environmental Health Office as we are now out of time to appeal.
“However, we are confident that all necessary documentation will be in place before our scheduled revisit.”
Inspectors visited Guild Childcare, a non-profit charity pre-school based at Ingol Primary School, on March 5. They said food hygiene and safety and structural compliance were ‘poor’, while there was ‘some’ confidence in management.
Wendy Keleghan, who took over as manager in September, said: “Over the summer we’ve totally cleared out and revamped the setting.
“All the staff are going on food hygiene courses booked with Lancashire County Council.
“The preparation of food is very minimal as we only do snacks and the school provides food now from school dinners at lunch.”
St Augustine’s, which was inspected on June 25, and Fishwick Primary School, which was inspected on July 6, were both told their food hygiene and safety was ‘very good’, and confidence in management was ‘good’.
But inspectors said their structural compliance, which can include cleanliness, layout, condition of structure, lighting, ventilation and facilities, was ‘poor’.
Roger Eakhurst, assistant director at Lancashire County Commercial Group, which supplies catering services to the schools and 68 others in Preston, said it regularly audited all of its kitchens.
He said: “It is important to note that both schools involved here were judged to have very good food hygiene and safety standards and areas for improvement related to structural issues.
“St Augustine’s suffered a boiler failure on the day of the inspection, which led to a lack of hot water, given as the reason for awarding a two star rating.
“We arranged for the boiler to be repaired immediately after the inspection. Other structural issues, such as extractor fans, have also been addressed.
“Similarly, as with our own audit, Fishwick Primary’s inspection identified structural concerns, rather than concerns relating to food hygiene and safety.
“We have arranged to re-audit both schools in the near future.”
St Augustine’s headteacher Angela Pye said: “I have complete confidence in our kitchen staff and the food we serve.
“We took this inspection very seriously but feel we were the victim of circumstances, particularly in the boiler failure.
“The inspection noted that we have very good standards of food hygiene and safety and we immediately addressed the structural issues raised by the report.”
Fishwick Primary said it had not received notice of its result until December and was still awaiting the report.
Headteacher Heather Watts said: “I’d like to stress that the inspector found standards of food hygiene and safety were very good.
“We have really committed catering staff who work hard to give our pupils healthy and nutritious meals.”
