Men who currently pee-for-free might be charged for spending a penny at a council's public loos.
At the moment, both men and women are charged 20p to use the unisex loos in Wyre.
However, the charge could be extended to men who simply use urinals.
The "zip-and-go" charge will be decided on Monday after a female member of the public brought the new European laws to the council's attention.
Russell Forsyth, leader of Wyre Council, said: "We have looked at the law and she is right. Our choices are it is all free or it is all pay.
"If you leave things completely free you tend to see vandalism takes over. In order to keep the toilets to the high standard they are, we have to charge for them."
Council leaders are also thinking of spending £21,500 to install coin boxes at toilets across the borough, with the possibility of also introducing charges to any new toilets built in Wyre in the future.
A charge of 20p is currently made to use toilets in some parts of the borough. The council might reduce that to 10p.
Public toilets at Garstang's council offices will NOT be included in the plans, but urinals at Gubberford Lane, Scorton, Smallwood Hey Road, Pilling, and Barton Square, Knott End, will be hit if councillors vote through the plan.
An amendment to the Sex Discrimination Act has removed the "statutory prohibition on charging for the use of urinals", a report to councillors ahead of today's meeting states.
It adds that the council could pull in an extra £20,000 a year by charging everyone to use the loos.
The report adds: "The legislation change was to ensure men and women are treated equally".
Council officers have recommended approving the plans.
