Dirty dog walkers caught by undercover spies

Council officers are posing as dog walkers to catch owners letting pets foul in public, the Evening Post can reveal.
The news comes after it was revealed authorities are using anti-terror laws to catch benefit cheats and noisy neighbours.

Data obtained under the Freedom of Information Act shows Wyre Council sends undercover officers to parks and public spaces and has a hidden camera, which may be used to catch fouling culprits.

The Evening Post has also been told undercover police are walking dogs in fouling hot spots in Wyre in a bid to identify culprits.

Freedom of Information requests show councils use a range of surveillance techniques under the Regulation of Investigatory Powers Act (RIPA), a law designed to track terrorists and criminals.

Wyre Council has made 18 RIPA application in the last three years. Nine cases involved "fraud" investigations and the others suspected "environment crime".

The council said it had used digital equipment in houses to measure noise nuisance and had a hidden camera to catch fly-tippers. It has also used plain clothes enforcement officers to watch dog walkers.

They mingle with the public and report dog fouling to nearby police community support officers who dish out on-the-spot-fines.

Michael Pike, Wyre's neighbourhood services enforcement officer, said: "Dog fouling is a big concern. Because it doesn't tend to happen when uniformed officers are around, we need to be in plain clothes.

That's when surveillance under RIPA can play a big part in helping us."
Mr Pike said he would consider using the undercover camera against dog foulers if other techniques failed.

Ribble Valley also used covert surveillance against suspected dog foulers five times in 2005. During the financial year 2007/08 Preston City Council used surveillance authorised under RIPA on 19 occasions, six of them to obtain evidence of statutory noise nuisance and 13 related to suspected housing benefit fraud.

Meanwhile, Chorley Council admitted using RIPA powers 142 times in the last three years in cases including benefit fraud and fly-tipping.

oh so what they doing about men peeing in the street?? THEIR OWN COUNCIL WORKERS PEEING IN THE STREET????? and people throwing up in the street when they are drunk??? what they doing about that?? there's more sick in the street then dog poo and funny how PRESTON COUNCIL choose to ignore complaints of their workers peeing in the street. PRESTON COUNCIL ARE A WASTE OF TIME.

I agree with your points Joanne E,without being critical,dog dirt has been known to cause blindness,when kids have come into contact with it whilst playing in parks ect.So if one less case of this is stopped,then it is worth it.I for one hate seeing owners,let their pets foul public places,but i have seen owners pull bags out,pick it up and dispose in bins.Its a pity all pet owners don't follow suit.Using undercover tactics is OTT,maybe more bins would help.

Dog fouling is a problem, but NOT a problem that should be dealt with by undercover police officers.
That is a scandalous waste of public money.
The Police should be catching CRIMINALS, not wayward dog owners.

Brigpnefan, good point and one I omitted last time this subject came up recently - more bins! Placed in places perhaps just off the beaten track too. Rather than just where it's convenient for the van to access the bins the Council worker uses to empty them.

Why is undercover tactics over the top? How can people possibly defend dog owners who let their dogs foul? I will come and crap personally in their garden if they don't mind!!!

hey joanne snap,i reported one for peeing outside my house funnily enough he was meant to be cleaning the street but chose to urinate at the side of his van i gave the council his reg number and my details and never heard a thing in reply PRESTON COUNCIL IS A WASTE OF TIME AND MONEY WHILST THEY DONT MIND WASTING OUR MONEY

if dog owners took the time to work out what time their dog ate something and roughly what time their dog was going to poo - then dog dirt would be in the owners yard or garden not on the streets. As somebody who used to 'show' dogs in competition it was vital to work out a time for the dogs poo so they didnt do it in the ring in front of the judges! The problem is people are not responsible dog owners and too lazy to work this simple calculation out. Also too many people dont give their dogs regular meals and feed them snacks and all sorts of things that dogs stomachs cant cope with.

I was walking down Savick brook on Saturday and there are no bins at all.Some dog owners don't give a damn, but even People who do pick up after their dogs tie the bags to the fence instead of taking them home which looks worse than ever !!!

letting your dog poo and leaving it is dusgusting and i agree with jemima puddleduck, some owners do pick it up and then tie it to a tree (seen this myself), which is just horrible. dog mess is dangerous and can cause disease...if they can,t pick up their own dogs poo....don,t have a dog!
