Opposition councillors have called into question plans to overhaul a controversial Preston think-tank.
Labour leaders on Preston Council said they were concerned that the Preston Vision Board could be led by an "unelected" supremo if it was turned into a limited company.
Cabinet members had backed the revamp but Labour opposition members want the plans to be brought before a scrunity committee.
Preston Council chief Jim Carr had told cabinet councillors at an earlier meeting that Winckley Square and Preston Flag market regeneration could be among the projects to benefit from millions of pounds of funding available to a revamped board.
Turning the board into a limited company would allow it to apply for more pots of North West Regional Development Agency (NWDA) cash, he said.
Coun Bhikhu Patel (Lab) raised concerns the board could become a "self-satisfying group for old boys networking".
