Congestion charge will affect NHS say politicians

NHS staff in Greater Manchester will get bogged-down in paperwork to help patients avoid congestion charge payments, it has been claimed.
Hospital and GPs surgeries will be responsible for filling in paperwork to exempt people from the cost of visiting doctors within the charging zone, according to local politicians.

The current proposals for the charge give a 100% discount for people attending regular medical appointments.

But some local politicians say new details reveal NHS staff will have to take time to fill in forms for patients and juggle appointment times.
