In the 10 years since Preston's £700m Tithebarn project was first conceived there have been many highs and lows.
In the first of a two part look at the planned redevelopment of Preston the Lancashire Evening Post speaks to the city council's chief executive Jim Carr about how he believes Tithebarn has the city's best interests at heart.
He said: "This kind of development in the heart of a city centre such as Preston's is unprecedented.
"Now we are very certain that Tithebarn is going to happen, we are working to see how it fits with the rest of the city."
Those talks are now at their latest hurdle, which has seen the council come under fire for "holding back" the rebirth of the city.
These accusations have been made by property developers who say they have been denied a piece of the action within what is now known as the Heart of the Tithebarn Regeneration Area – or HTRA for short.
Mr Carr has two words for these claims: "Absolute rubbish".
